Try bleeding the none working ones, try turning off, all but one of the none working ones with system running, then do the same with the rest. Sounds like an airlock..

I bet you need to balance them. This is a very common mistake.

Turn off ALL the hot ones.

Do the cold ones now warm up?

If so, close the lockshield valves on ALL your new radiators, and any where you have turned the valves, and open them just half a turn.

If any of your old radiators get hotter than the new ones, do the same to them.

If this does the trick, run the heating for half an hour. If they are not all equally hot, or if some heated up faster, close the hottest ones by one quarter of a turn, and if some are still too cool, open them by one quarter of a turn more.

All the adjustment happens when the valves are nearly shut.

Do not fully open any lockshield, and do not make any adjustment of more than a quarter turn after each half hour of running.

Don't touch the lockshield valves on any radiator that has not been worked on.
Close the TRV ( or wheel head if you don't have TRV valves)on all radiators that heat fully. Run heating and see which rads now heat up.
Obviously both valves on the new radiator should be open whilst doing the above.
I assume your system has an F&E cistern that feeds the heating system ,and you have a hot water cylinder ?

I was thinking he might have turned off the other rads to simplify draining.

Thus losing balancing, which seems to be way out on lots of rads

(Hence "and any where you have turned the valves")

He may have altered lockshields ,he may not have drained down at all ,merely fitted a new rad to existing valves....we don't have a lot of background info to go on John.

Thanks all for your help I realised the pump was not circulating so pressed a button it came back to life
