I need to enlarge a cat flap hole in a PVC door panel. I would like to invest in a fairly cheap jig saw to do the job...any recommendations? Can be mains or battery operated. Thanks

Just have a look on Marketplace, plenty of adequate secondhand stuff for £10-30 that wil meet your needs.

Won't the base of the jigsaw potentially get in the way if the cat flap is low down in a recessed panel?

Be advised that very, very cheap jigsaws tend to bounce quite a bit. A better quality second hand one might be advisable.

Hacksaw blade in a padsaw or similar handle will be so much easier than tying to mess about with a jigsaw or vibrating the panel with any other power saw.

Screwfix have this on offer atm, it will be fine if you use on the non orbital setting moving it slowly on a high at a decent speed to avoid the bounce
