Chilly room, worth insulating underneath?

Currently renovating a small 2.4m x 2.4m room I'm planning tun into an office, trouble is it's pretty chilly. Is it worth my time insulating under the floors (suspended timber floor, two air bricks nearby) or is this largely going to be a drop in the ocean compared to the two external walls and relatively large, old, double glazing unit in the room? Roof already has a few layers of insulation for ref.

There's a single-panel radiator in there right now that I'm going to swap for a double (type 22), but I've found the heat loss is pretty heinous: I heated it up to 20 degrees with an electric rad and it had dropped 2.5 degrees within an hour of the rad turning off (for ref it was about 8 degrees outside).

It will help, just leave a route for ventilation through the air bricks
