Chipboard Floor Sealing and Painting

Afternoon All

I am looking for some advise on sealing and painting the below floor in my mezzanine floor.

There will be a fair bit of foot fall and perhaps a pallet truck but nothing heavier.

I am looking to paint it blue or grey after sealing; any suggestions on products

Or could I just put down a couple of coats of emulsion as an undercoat then a floor paint as a top coat; I am not overly concerned about the overall finish as it is a working enviroment but dont want it looking awful.

Or do I need a primer before the Undercoat ?
