Cistern behind PVC Cladding

Hi,
I've got a cistern leaking into the toilet bowl which I want to fix but I'm not sure how to get at it. It is totally encased in what I think is PVC cladding. How do I strip some of this away without damaging it so that I can do the repair then put it back together?

The pvc cladding will likely be siliconed on so not easy removed.

Easy access should have provided with removable panels.
But of course that means "extra work" for the guy fitting the pvc.
