I have a leak coming out the back of the cistern every time it's flushed. It's a push button toilet. I did have a guy come out and all he did was tighten the wingnuts. will this actually fix it as I have still to get floor and ceiling below repaired and i am wary that the prob may reappear.

Sprinkle some talcum powder on the floor and keep flushing. Any leak will become apparent. 
If the leak was coming from the cistern, then yes!

you will need to fit a new doughnut washer between the pan and tank
