Climbing Rose

My climbing rose is now about 2m up the trellis and looking healthy, but it is only budding flowers on the top half. How can I encourage it to form blooms along its full height?

They should have been trained horizontal to encourage side shoots to grow upwards

Thanks both. Need to prune and encourage new shoots to train horizontally.
