Cloud seeding is a thing, there is weak evidence that it can be used to adjust where rain falls. This is true.

Lunatics take that and go running with it. Some seem to think that it's in mass use (it's not) and is used to manipulate the worlds weather (it isnt) as some sort of Bond style evil plan (can't remember which one best fits).

It often gets rolled into the Contrails nutjob territory where Jet Contrails are evidence of cloud seeding (done so badly it would be even less use than normal).

Not really, the evidence based is pretty weak last time I looked. Which also opposed your theory, effective things are easy to demonstrate and prove.

I havent seen any evidence to show it has much effect on weather systems other than locally

I believe the Desert research Institute have been making some rather fanciful claims............

Based on its findings, Stanford University ecologist Jerry Bradley said: "I think you can squeeze out a little more snow or rain in some places under some conditions, but that's quite different from a program claiming to reliably increase precipitation."
What proof are you thinking of?
