Cold air coming in through closed windows

With the recent storms and high wind there some of my uPVC windows had significant cold airflow inwards. They are about 14 years old (I'd say) and came with the house when I bought it 10 years ago. There's always a little bit of airflow but it hasn't been something I really worried about - the recent windiness got me thinking.

I've opened a window that I know to be draughty and I could see 3 allen key holes where the bigger part of the indicator (that looks like a line) faced upwards. YouTube seems to be telling me this is the neutral position and they are all designed so they can be changed to either summer (let more air through) or winter (let no air through) positions. I tried to turn them all 90 degrees either way, in turn, but I could discern no difference if I held my hand to where I could feel cold air (I cannot say that opening or closing the window felt any different either).

I don't even know if I can carry on turning them to further tighten or loosen them (I'm not even using the correct terminology). Can I just go to 90 degrees or so each way? Is that a limit or can I keep on turning?

If I've tried this and there's no difference would it be time for new window seals around the window and frame? Or are there more or different adjustments I can make?
 
The rubber seal may have worn especially if the tighter winter setting has been in place for some time. There are specialist companies that will advise on replacing seals.
