They're either full of sludge, or the flow rate is much too low. See if you can turn the pump up.
If not try closing most of the rads to see if the remaining ones get better. If they do, you may need a new pump. Try bleeding the pump first by unscrewing the big screw in the middle, though it's unlikely to be that if you haven't had rads off to let air in.
