Cold Towel Rad

I have a problem where my bathroom towel rail dosent get hot even tho the heatings on full.

It is on normal crome locksheilds (not TRVs) and acts as the bypass rad on the system.

Ive tried bleeding the air screws and one time abit of air come out the rad and it worked again but only for a day!

At a bit of a loss now can anyone surgest anything?
