Cold towel rail radiator..

Help please

My radiator still isn't heating.

The valves have been turned anti clockwise and both pipes leading from the ground to the heater are hot. However the radiator isn't.

All other radiators are working.

What could be wrong? How can the problem be resolved ?

Could be a balancing issue. turn all other rads off and see if the towel rad gets hot.

Turn bleeding the rad.
