Cold water storage tank

Hi, any advise please.

We have two 25 gallon tanks joined together. One has an inlet and a float and the other an outlet but no float.. The tank without the float appears to have whitish grey layer on top of water but clear underneath. Any ideas on what's the cause or how to clear it. Is it dangerous? Thanks

what do the tanks supply water to? maybe you have oversized storage and you are getting stagnation.
The amount of water stored should be for 1 days use.
The tank should be fitted with a lid, flyscreen and lagged.
The film on top of your tank sounds as though it may be caused by stagnation which means you have to much stored water.You have to comply with the above mentioned to reduce the risk of legionella
