Combi boiler HW tap problem

Hi,

I have a Glowworm swift flow 100 Fanned Flue Combination Boiler.

The first of the problems is that I have to the Central heating switched on to get hot water for the shower. This has been like this for a while.

Now I need the CH on to get hot water from the taps as well, but when I turn the tap on faster, the green running light goes out on the boiler and the tap water temp drops to cold. So I can only get HW for the sink when I run it slowly, but the shower is fine and boiling hot!

This has happened after a power cut, but I guess this is coincidence?

Is this the diverter valve?
