should my combi boiler hot water pump run all the time even when we dont turn the hot tap on ? centeral heating is off.

If you have a combi (modern) you won't have a hot water pump.....if you mean your central heating pump is running continously then yes you have a fault......it should run for a short period after you switch off your heating demand....pump overun to clear hot water from the boiler heat exchanger
