I have a wickes combi 2000 boiler(about 7 years old).When I fire it up,the boiler lights normally,radiator's get hot but locks out after about 3 mins.pressure is 1.5 bar,fan is working,no leaks apparent,diverter valve moves up when hw is turned on(but locks out as soon as hw is demanded)Is it time for a new boiler?

No it isn't time for a new boiler. It's a Halstead Quattro in drag, which is a perfectly reasonable boiler, if not the best.
Can't decide what your fault is but check the pump is turning.
How soon before it cuts out on HW demand?
