Complete noob - question on turning off/adjusting a towel radiator

This heater came with the property I just bought and I’ve no idea how to turn it off, or even how to operate it.

I would like to be able to do the following:

1. Turn it off entirely to save money
2. Adjust it to be able to adjust how much heat goes to it

Can somebody help me? Sorry if this is a silly question

Do you happen to know which each valve does exactly?
Each valve isolates either the flow in or the flow out and thus by turning/closing either one stops flow/heat passing through the radiator. You close both valves if you want to remove the radiator.

If it's getting hot then I guess you have your central heating on, since this towel rail is fed the same way with hot water as all the other radiators in your house.
It's still quite warm outside so if you're wanting to save money it'd be better to turn off the central heating rather than mess with an individual radiator like this towel rail.
Once it gets cold and you need the central heating on, I'll predict that you'll want the towel rail warm as well - both to help dry towels, and keep the bathroom warm
 
In some cases, homeowners who are lucky enough to have a nearby hot-water cylinder, have the plumbing arranged so that the bathroom towel rail or radiator heats up when the cylinder is being heated. Typically during and after a bath or shower, which probably the ideal time.
