Around 2010 my sister bought a house which had previously had a loft conversion.

The sellers didn't have a Completion Certificate for the loft conversion that was carried out in the year 2000, apparently the reason being is that the council don't always issue them, so instead my sister took out an indemnity policy.

My Sis is now selling her house, she has a buyer, but the buyers solicitors are asking for the completion certificate for the loft conversion.

What are her options now, obtain an inspection by BC and run the risk of it not passing or ask the new buyers to take out an indemnity Policy or something else...?

Y a policy to indemnify you against the possibility of the LA taking action against a 25 year old extension. This IMO is close to fraud by the insurance providers. What a racket!
 
Tell the buyers solicitor (via the buyer) to do their job properly and make their enquiries at the council to confirm that the building works were carried out under Building Regulations, and whether they were completed. You are correct that not all applications get a completion certificate.

However, if your sister is in any doubt about the completion, then yes no one should make any enquiries at the council and an indemnity policy should be considered
 
My mum recently bought a house and bought a ridiculous indemnity policy - something to do with a strip of path coloured green and not grey on the land registry plan.

The point is that this policy is transferable to the new owners - I don't know, but yours might be the same.
