concentrate c.h. inhibitor

Hi all.
put some concentrate inhibitor into my radiator and refilled combi system but it will not heat the side i have put the concentrate into, therefore not mixing with the water!
has anyone else had this problem?

I had this once with Sentinel concentrate. Never used it since

I suppose you could try closing all the other rads to maximise flow through that one (you have made sure you opened it at both ends?) I am guessing it has settled into a thick mass so fast water currents might set it mixing.
