Appreciate your concerns regarding delivery of big bags (circa 0.8CuMtr) but that will be by far the cheapest way to go.
As for the slab I'd be looking at 3inch/75mm as a minimum thickness - better would be 4inch/100mm.
Use a mixer.
You do not need 'Rebar' what you need is reinforcing sheet (Link is typical) cut be about 4inch less in size than the size of the base you are laying. Make sure the Hardcore under the base is very well compacted.
