The sub floor (poured concrete?) in the master bedroom of my flat (I am buying not renting) is turning into powder. After taking out several built in wardrobes, I pulled up carpet and discovered serveral large pockets of cracked lino tiles and crushed concrete beneath. This powder goes all the way down past a wire screen and to some sort of membrane. The flat is former council, now free held by a private company. It was built in the early to mid 1970's.
We are cleaning out these pockets thoroughly, digging outward until we reach good concrete and filling the holes with mortar, which seems to be working. What I want to know is, are we repairing this correctly? We cannot afford to have the entire floor removed and repoured. Would this problem be covered by the free holders's insurance?
