Concrete floors adhesive removal

I removed the vinyl tile squares from my basement. I want to paint the concrete sub floor, but I haven't found anything to remove the black adhesive left from the tiles. Tried sanding it just gums up sand paper.

You will have to lay smoothing compound over the top unless you fancy shot blasting. Cheaper to lay smoothing compound and it will also give yourself a nice base to work with.
