Concreting front 'garden'

I live in a small Victorian terraced house. The front garden is tiny (1metre between house and garden wall apart from where the front door is as that is set back) and is currently flagged. I need to rebuild the front wall (1/2b currently spanning 3metres) because it's falling down and I'd like to use stock bricks same as the house has. I would like to tile the bit running up to the front door and use some new slate flags on the rest.

Would it make sense to just take the flags up, dig down abit, put a DPM in and have it filled with ready mixed concrete from a big wagon? Then I can lay my tiles / flags onto that, and use it as the footings for the wall all at the same time? Seems to be very cheap to get a cubic metre of concrete delivered in wagon!

Check with the council about paving the entire garden with impermeable material as some don't allow it.
Why a DPC?
"per" cubic metre is not necessarily "one" cubic metre. There will be a minimum charge for the truck.
Consider Barrow Mix where a truck arrives with dry materials and a couple of blokes who mix up the required amount - afaik it is cheaper.

Are the current flags reusable?
Lift one or two up, see if there's any cement on the underside, if there is, does it chip off easily.
If so, do a proper foundation for the wall, it's advisable anyway, and relay the flags.

Be more precise about why the wall is falling down, and its current condition, height and construction.
Does 1/2b mean it's half brick wide, 1 or 2 bricks high?

Sorry, I meant a DPM - I read it should be in place between the floor and the concrete and between the house and the concrete. I'll check out the Barrow Mix, thanks!

The flags are reusable but I really don't like them, they are the cheap square riven sandstone type ones and I have come to hate looking at them.
The wall is half a brick wide, about 0.7m tall, running just over 3m in between two brick piers. The piers are about 1.2m high, and there is a metal fence thing between them and over the wall. The piers are cracked so that I can move the top 3 or so rows of bricks, and it looks like on the main wall there are cracks running along some of the mortar joins but I have not tried to give it a push to see if I can knock it over. There is no coping so it could be related to that. I'd rather avoid have a full brick wall because these bricks cost about a quid each, but if its better than I can try I do that.

If this is external paving you don't need a dpm .
