Condensation and lining paper

Hi,

Our landing ceiling is lined with paper. Immediately outside our bathroom, condensation has affected the paper, causing it to become damp and crack.
What’s the best course of action?
Clearly I need to remove the lining paper affected. How easy is it to just re-line a portion, such as that pictured?
Should I then re-line with condensation proof material?

It’s just an open window. I’d like to have a new window to replace it with extractor fan. I did some research online and found a lot of people saying an open window is just as good, not sure about that?
The bathroom is fully tiled floors and wall.
