Is it possible to use a proprietary 'garage' floor sealant, such as Thompsons to prevent condensation forming under the kitchen vinyl flooring?
Any other solutions would be welcome.

We had a C/H pipe leak under the floor and had it repaired last autumn and thought the mortar covering should have dried out by now.
Could be the mortar is still drying out and this is the cause.
The vinyl is impervious and traps any moisture under it. If the slab didn't dry fully then the damp will be caused by the moisture trying to evaporate and being trapped.
You have a few options.
1 - Lift up vinyl and allow slab to dry naturally
2 - Test moisture content remaining in slab with a flooring hygrometer. You then have a few products available which you can paint on the slab to isolate the moisture.
