Connecting a hanging blower

Can someone help with ideas, sources of information about connecting a hanging blower to the power. My interest is not in the circuit details (i.e, cable size, or protective device etc.), but the way to connect the cable, so blower (could be a lifting unit in a garage) will be able to move above the head on a rail and the cable follow safely. I can see the how it could be done but I need something more established and to the regulations.

Yes could be an air blower or a hanging lifting chain (like in a garage to lift the heavy stuff), and normally it will have the possibility to be moved to a different location using a rail attached to the ceiling, the cable can follow the unit with a special arrangement, the cable could be in a wave sign shape or with a spring so it can stretch behind the unit(air blower etc.), I hope it is more clear now...
