Can chrome plated copper pipe be connected directly to the compression fitting of valves on a towel radiator or does the chrome need to be removed to expose the copper for a secure fit?

Yes.

No.

Optionally, you can compress the olive just past the point where it starts to crimp onto the pipe, then there is no way that it can pull off.
