Connecting taps and pipework on new sink

I have never posted anything before but I thought I would just try and ask this question. We have had a new bathroom sink fitted but the taps are not performing right. There is nothing wrong with the pressure (bath taps work fine). The problem is when you turn the tap on water comes out then stops so you have to turn it on a bit more then when you turn it off it stops but if you dont turn it off tight is starts running again. Dont want to keep turning it off tight as I know that this can affect the life of the taps (its a mixer). The pipework underneath goes like this main feed copper pipe then splits to bath and sink - bit of copper pipe then a flexi hose then copper pipe again up to the taps. Could this be causing the problem. I could upload photos if this would be any help.

had this many of times usually its just the gubbings of the tap wants removing cleaning and regreasing... the joy of hard water areas
