conrete base for mosaic ?

I need to lay a base ready for a mosaic. the mosaic will be outside and also walked on, i would like to know if a membrane will be necessary and if waterproofers are needed. I guess anyone with knowledge of making swimming pools should have a good idea about what I need to do, but any information would be appreciated. Thanks.

thanks noseall, the thing thats worrying me the most is water making its way between the tiles and the base and blowing the tiles. this is a repair job, the person who layed the base originally messed it up, the cement/concrete base had crumbled, not sure why, maybe overworked or layed in middle of winter, but basically the mosaic has blown and the whole lot has to be replaced. and I really don't want the same thing to happen again. any advice appreciated

I've heard of tanking but I'm not too sure what it involves.

I have never used the exterior stuff only interior BAL WP1 TANKING SYSTEM
Its not a hard job just messy ,

give them a bell very helpful ....
