A customer of mine has said that she wants to convert an upstairs bedroom into a kitchen (!) with sink, microwave oven and electric twin hob to be placed on a worktop. Does she need planning permission and what sort of building regs would apply?

Planning permission will not apply.

Building Regulations will ask for ventilation usually in the form of a cooker hood above the hob.

Electrics will need to be part p compliant

Approved Document H (Drainage) will also need to be complied with.

In terms of Building Regulations, you would be looking at the following...

- Heat detector within the kitchen (linked to the existing fire alarm system).
- Fire door to the new kitchen.
- Extract fan capable of extracting 30/60 litres per second (depending on where the fan's located).
- Suitable drainage disposal and making sure the existing system is sufficient to take the additional drainage.

Other things you should be aware of is moisture resistant chipboard to the walls, splashbacks, vinyl floor (if necessary).
