Converting linked car port into a garage

Hi All,
We are looking to buy a 4-years old linked house with a carport. There is a room above, which belongs to the house. There are no other car ports on the estate, but there are garages, however, non of them is linked.
Question is, do we need a planning permission/ building regs ? Can we fix anything to the neighbour's wall without the permission?

It may be that it was built as a carport to stop the resonating sound of a garage door being closed impacting on your neighbours amenity!

It may be that the builders are cheap skates and didn't want to buy a door.

See if you can find the original plans for the estate and see what it was classed as on those. Whatever the outcome Woody is right but it may help you get permission, but may annoy your new neighbours as you bang the garage door every night!
