A builder came over on day and told me that copper pipes rust very fast when placed in cement? and that I need to dig up the the cement and cover up the pipes before I cement them back into the floor?

Is this builder talking cr*p or is he for real?

perhaps RUST was the wrong choice of words, but yes concrete/ cement will corode copper pipes, so he is telling the truth

The trick here is to isolate and abandon the pipes that are within concrete, and re-plumb using pipework that is accessible and not buried.

Hi
Copper is eating away by concrete, your local plumbing suppler can supply the correct copper pipe for this, it is coated in a foam like substance.
