Cost of Loft Conversion

I am thinking of buying a one bed house with a loft, with a view to converting the loft into a 2nd bedroom. How much would this cost and how easy is it to do? What kind of planning restrictions are there if any? I am viewing the house this weekend, is there anything I should look out for/ask re this? Cheers
