maybe if it had been built as a court it would have had the plinth? and, when something is ''thrown out of court'' it needs some place to be thrown know what I mean arry?
Have you noticed it on the newer (within last 20years) court buildings? Remember reading a piece ages ago about measures to minimise damage from parcel/bag bombs planted by IRA and others to disrupt certain court hearings.
I'd guess a 45deg slope could both prevent a bomb being placed tight against the wall as well as divert some of the blast upwards??
I can remeber doing the surveying on court house down in sussex. lots of intresting little quirky secuirty design features on that, although it didnt have the raised area you talked about. Could possibly be to stop the building being rammed by a vehicle to stop an escape attempt.
