Covering pipes under conservatory with concrete

Hello, I just removed a gully from my conservatory, after removing sone tiles and breaking the concrete with a breaker. The concrete was ‘armoured’ as I found a metal grid embedded. I have now fitted the plastic drainage system and a rodding eye (which needs to stay accessible)
The floor will be restored with the same kind of tiles and a fillable hatch.
How do I go from here? Do I use a sand base to fully cover the pipes (apart from the rodding eye) and the rest with concrete? I’ll surround the rodding point with some timber as a barrier so it doesn’t get covered with concrete.

Id add a couple of layers of bubble wrap around.
Pea gravel.
Sand.
Plastic
Concrete
 
I also wonder if I’ll be able to install the replacement tiles without them sitting proud of the existing ones. I might have to grind some of the existing concrete, or is there a better way?
