Cracking plaster on ceiling rats in attic

Plaster cracking along board how urgent is this repair and what is required local authority dont think its an emergency until ceiling comes down

It won't come down any time soon, possibly not in your lifetime.
Cracks are only cosmetic.
What about rats in the attic?
That's an emergency, so if you suspect they're there, get on to the council and don't get off the blower until they book an appointment with an exterminator.

the cracks you show appear to be along the joints in sheets of plasterboard. Measure them. Do the cracks follow a rectangular pattern, 4 foot x 8 foot? That sort of crack is of no consequence.

The leak above that poured water onto the ceiling may be the cause.

Have a look from the loft and see if the paper on the top has rotted away.

When was the leak fixed?

is any of the ceiling hanging down?

hysteria. you got more to worry about than the crack. the whole ceiling was plastered by a bloke with a labrador.

it’s a ruff job, aside from the cracking.
looks like a blind plasterer did it.
