Crazed/Cracking paint

I have a wall on which the paint is all crazing and cracking - see attached pics. The plaster underneath looks like the original lime plaster and appears to be in reasonably good condition aside from some areas where its lost its key.

What I've been told is someone previously mixed a whole bunch of left over paints to paint the wall so not sure if its due this mix.

What is the best way to repair and redecorate this wall. My concern is there could be lead paint under the layers so a bit cautious about scraping it off.

Any tips advice would be appreciated.

Looks like vinyl paint trapping moisturiser in the wall.

Use duck tape and stick on and pull off as that can help remove paint.
Paint really needs to come off.
Wood chisel or very shape scraper might also get it off.
You can also use Peelaway paint stripper.
Maybe get a lead test kit.
Get a respirator and PPE. Take care of your health
