Creating an airing cupboard - suitable ELECTIRC panel heater

I have a walk-in airing cupboard that acts as an airing cupboard.
I need to replace the oil filled towel rails in there beacuse they are leaking.

There is no way I can plumb into this cupboard so I am forced to use electric heat.

What is the best low-wattage (less than say 350 watts) panel heater or similar that I shoul put in there? I have an electronic thermostat in there as well to stop over-heating. I am concerned with the safety aspect.
