Crumbling garden path

Earlier in the year when it was freezing and snowing i put salt on a concrete garden path so no one would slip and fall on it, but whenever the weather improved i noticed the top skin of the path has started to crumble in places, a local plasterer claims that if i coat the path with pva and mix some sand and cement very wet and put it on the path it will be fine, is he right? or will i need to do something different?

PVA is water based and will become reactivated whenever it rains. So not really the best choice.

How deep is the crumbling, and how big?

The crumbling is about between 0.5 to 1 inch deep and only on parts of the path

you can over screed it put in wooden sides 2ins from the side of the path and 3ins over the top wet the path with a hose skrib it with a grinder then wat screed over it
or just break it up and start agen m8te
