Curious wastewater pipe

I hope this is the right place to ask. I have a question about something that's been bugging me for a while...

Could anyone tell me what is the point of the plastic pipe in the arrangement below?

It's on the ground floor of a block of flats... Some kind of vent maybe?

Unusually short, but a longer version would be to stop a "piston" of material going down the big pipe pulling the water out of traps in the wastes above.

Yes, that makes sense to me. I suppose a "piston" (ewww!) could easily form where the pipe bends.
