For a welder to be able to cut piping at an angle I believe there is an aid called a 'wraparound' which is available in different sizes. Can anyone tell me where I would buy such a thing, or is it something that a tradesman would make himself?

Never heard of one!
Most of us would use either a bandsaw or chop saw which can mitre.

I've since found out that they are actually home-made using rubber or tarpaulin for example, and the pipes cut at required angle using oxyacetylene

You would make them yourself normally. thin sheet, flexi plastic, card... whatever.

Do a flat pattern development of the angle, the more points the better.
Then shape it around the pipe you need to cut. Mark it with some french chalk, marker, scriber.... and cut away.
