Cuttings: when to transplant to borders

I took some cuttings from a shrub a few months back, in Spring, and potted them up.

The cuttings have taken well and are starting to grow.

Following removal of a pampas grass plant, I find I have a vacant spot in my borders.

Question: Would it be OK to plant the cutting in the border right now. Or should I leave the cutting outside in a pot during the winter, then bang it in the border next spring?

Is that to give the plant some protection from frost during the winter months?

Yes to protect them as they are only little and might have hell of a shock going into the frost, leave them inside untill spring and plant them then. They will love it then.
