cylinder jacket and hot water pressure

My cylinder is directly under the cold water feed tank with no real elevation. Hot water pressure is low. Can I fit a pump anywhere that automatically switches on when a tap is openef?

Also, the cylinder has about 40mm of foam stuck to it. Someone said it also needs a jacket. True???

You probably can fit a pump but not just 'anywhere'. There's quite a bit to consider when fitting a pump.

Additional jacket won't really be any benefit if your cylinder is already foam lagged.

Normal position for a pump would be at the bottom of the hot water cylinder as long as you have at least 1m between where the pump would sit and the cold water cistern.
What type of pump - negative or positive/shower or whole house - will be determined by what you wish the pump to feed.
Most, if not all, pumps activate automatically when you turn the tap on.
