Damp Bedroom / Water infiltration Question

Hi,
Looking for some advice and what trade man to get in for further advice investigation.

It appear that the wall in the bedroom - corner bit, do have some damp / moisturizer. Water is never running down the wall - but wall do feel damp, cold and humid and will damage the paint in the long run i expect.

Took picture of the outside - as you can see somehow, it is on the border line of both property. Could be the gutter? could be the wall, could be the gutter, could be the side bit in white were water stay there for longer for when it rain.

Building was refresh 2 years ago and wont be refresh before another 5 - and might be best to take care of it prior.

What kind of tradesman should I get for this to investigate further?

Looks as if one of those elbow joints on the downpipe has moved by the white masonry. But whether that is causing your problem I don't know.
 
Best to get someone in to check and provide their input i guess.
