Damp caused by guttering??

Hi,our house is suffering from a damp problem,i have been told by someone that it could be caused by the guttering on the house being too high(touching the tiles) and maybe not wide enough,the damp seems to be in the bedrooms along the walls where there is guttering ,we have had the Housing assoc we are renting from in but they dont take us seriously when we tell them what we think the problem is,they sent in a damp specialist with his damp checking thingy and he reported there was no damp problem and it was because the rooms were not aired etc,the worst damp is where there is a gully on the outer side between the neighbours and ours.....has anyone came across this problem before?? it rained very heavily the other night and damp patches occured all along our hallway.....is there another explanation or how can i get the housing assoc to listen??? i'll post a pic of the latest damp in a while....cheers.

could also be lack off ventilation in the attic or even a leak[less likely

if you go up in the attic is there a healthy breeze and or visible vents on at least 2 sides

is there any signs off damp or condensation abouve ??
