Damp caused by neighbours gutters

We think our neighbour removed his drain pipe and connected his guttering to ours. We only realised this when an internal wall started to show signs of damp. On looking at the guttering it appears my neighbour has redirected his rain water into our gutter, with a bit of piping, which now overflows down the wall. Any advice on this, zoom in to see botched up diversion of gutter

If he's removed his downpipe and it's causing water ingress into your property you need to knock on his door and have a word really..
 
Is there a gully on the floor where you think the neighbour has removed the down pipe? Are there any screw holes on the wall that might of had brackets?

Go on instant street view to see if you can see a downpipe fitted.

Both roofs need attention.

as above, look to the roof. Apart from the flash band bodge there are several damaged slates that will let water in rh side
