Damp course or not

I have recently bought a cottage built 1902 all the ground floor is solid and because of the age will not have a membrane. The walls all show signs of damp. My dilemma is that I have had a few quotes for a damp course and each one is different regarding what work supposedly needs doing. The cottage has been empty for 4 months and has had no central heating on in 8 years could this be part of the problem?
Because of the cost involved I had an idea which is to asphalt all the floors and take off 1metre of plaster all round treat the wall with a sealant and replaster does anyone think that this could be feasable, and possibly save me spending money on a job that might not necessarily need it?

I would say so, the cheapest options would be get some heat in and plenty of ventilation. You may not have damp and have condensation problem. It has been mention here before. There are some disagreement :!:
