Damp floor

I need some advice please. For a while there's been a musty smell in the dining room. House built in 2000. The culprit has been found under the carpet in the corner - see photo (it's the external corner of the house). The reading drops as you move away from the corner. The skirting boards read high too, and also reduce as you move the meter away. The walls show no damp at all. I'm perplexed as to where the damp is coming from. There's a soakaway quite nearby that doesn't handle torrential rain causing the gutter to overflow now and again. Is that likely to be the problem? Just noticed there's also a howling draught coming from where there's a 1-2mm gap between the floorboard and both skirting boards in the corner. As you move away from the corner both gaps close and the flooring is in contact with the skirting board. Just found this gap in the mortar very close to the affected area. Could this be the culprit?
