Damp garden retaining wall - paint peeling of render

Hi all,

My first post here, so apologies if it's not the right forum...

I've had a retaining wall build in my garden and had the 'front' rendered.

I painted Dulux Weathershield smooth masonry paint directly over the top (as I was advised to)

The problem is the wall has obviously taken in moisture from the 'retained' earth behind it (we're near the bottom of a slope, so quite a damp garden) and the paint has all sagged and now peeled off the wall in big sheets.

I want to repaint, but I'm assuming I need to seal the render this time with something more robust that paint!

What should I use to ensure the new paint doesn't peel off again?

Did he put a membrane behind the wall before back filling?

Its always a good idea to have drainage at the bottom of the retained side as well.
 
I don't think so, no.

And no drainage either

I basically need a solution that can 'live with a a damp wall'
