Damp proofing sub floor with slurry... Yes? (Pic included)

The hallway subfloor seems to get damp, especially if it's been raining heavily outside.

Do you think it would be a sensible solution to apply slurry to this floor, and the walls below the floorboard level to prevent this?

I don't want to make a mistake before putting the floorboards back down as there was previously mould lurking around.

The floorboards have been up like this for about 2 months and it doesn't seem to dry out. If anything it slightly dries then gets a bit worse again depending on the weather outside.

If the void is damp then the ventilation needs to be increased. Your brick supports don't look very stable.

The brick supports oddly enough are the same in all rooms. It seems the house was built this way

The lead water supply is old. The new supply runs alongside if from the tap.
